French Gov’t Panel:
Recognize Our „Arab-Oriental Dimension“
Multicultural changes were recommended to provide recognition of the ‚Arab-oriental dimension‘ of France’s national identity.

A panel appointed by French Prime Minister Jean-Marc Ayrault to review France’s integration policies has urged the government to implement a „new form of secularism“ that would raise the profile of Islam in public life — with the stated goal of improving the integration of Muslim immigrants.
Among a long list of recommendations aimed at „recognizing the richness of multiple identities,“ the panel says that public schools in France should begin allowing Muslim pupils to wear headscarves in class (clothing that has been outlawed since 2004), and that courses should be taught in Arabic and African languages rather than in French.
The panel also recommends a number of other multicultural changes that would provide greater recognition to the „Arab-oriental dimension“ of France’s national identity. These include changing street and place names, overhauling the history curriculum taught in schools and creating a special day to honor the contribution of immigrant cultures.
More notably, the panel says that authorities and the media should be prohibited from referring to people’s nationality, religion or ethnicity in public, and that the government should create a new law that would make „racial harassment“ a punishable offense.
The controversial recommendations are contained in a series of five documents that were discretely posted on the prime minister’s official website in November, but only came to public attention on December 12, after an exposé by the French daily newspaper, Le Figaro.
Not surprisingly, the proposals to develop an „inclusive secularism“ in France have sparked a firestorm of criticism. >Mehr

Van Rompuy warns against rising nationalism in EU
Deutsche Welle
09.11.2013
EU President Herman van Rompuy has defended the bloc’s policy of freedom of movement and warned against growing nationalism on the continent. He also urged member nations to do more for asylum seekers.
Speaking in Berlin on Saturday, van Rompuy warned against fear of immigration among EU populations and defended the EU’s open borders.
„Populism and nationalism cannot provide the answer to the challenges of our time,“ he said, urging member states to maintain a freedom of movement that he called a „sign of civilization.“
There are two million available jobs yet at the same time a high unemployment rate in many EU countries, van Rompuy said while delivering a speech on the anniversary of the fall of the Berlin Wall in 1989.
He added that just 3 percent of EU citizens live in another EU country, saying there is „too little mobility“ in the bloc.
Van Rompuy also lamented the increasingly negative attitudes towards minorities. France and some eastern European countries have been criticized for their deportation of Roma and Sinti – a practice that has increased with the help of nationalist political parties.
„The prejudices against other EU citizens are growing in an alarming fashion,“ he said.
The EU leader said migrant tragedies such as the two recent shipwrecks that claimed more than 400 lives off the Italian island of Lampedusa should be tackled at the root of the problem in the countries of origin and transit countries.
This way, a „Post-Wall Europe“ could be built and the EU could become a „homeland“ for its citizens, he said.
EU asylum concerns
Van Rompuy admitted that the complexities of migration issues were often misrepresented in the media and that illegal immigration was indeed a problem. However, he suggested that asylum policy in the EU could use some reform.
Van Rompuy said that there were only 300,000 asylum applications in the EU per year, of which a third are recognized – making up just 200 asylum seekers per 1 million residents. Three-quarters of asylum applications went to just five countries – Germany, France, Britain, Sweden and Belgium.
He also specifically mentioned the bloc’s acceptance of refugees from the Syrian civil war. So far the EU has only taken in 40,000 of the more than 2 million refugees created by Syria’s conflict.
„I hope these numbers make a few discussions somewhat more nuanced,“ he said.

Herman Van Rompuy: ‚Euroscepticism leads to war‘
Euroscepticism leads to war and a rising tide of nationalism is the European Union’s „biggest enemy“, Herman Van Rompuy, the president of Europe has told a Berlin audience.
By Bruno Waterfield in Brussels
10 Nov 2010
Mr Van Rompuy linked hostility to the EU, and the idea that countries could leave the Union, to a revival of aggressive nationalism.
„We have together to fight the danger of a new Euroscepticism. This is no longer the monopoly of a few countries,“ he said. „In every member state, there are people who believe their country can survive alone in the globalised world. It is more than an illusion: it is a lie.“
The controversial comments made on Tuesday come less than a fortnight after David Cameron, the Prime Minister, declared that he was a Eurosceptic after his gruelling Brussels summit battle to block a sharp increase in the EU budget at a time of national austerity.
Bill Cash, the Conservative chairman of the House of Commons European scrutiny committee, „entirely repudiated“ a link between Euroscepticism and the rise of nationalism.
„It is not anti-European to be pro-democracy. The problem is that the democratic base for the EU is wanting. The solution to the rise of the far-Right is proper democracy exercised through national parliaments,“ he said.
Clarifying the remarks, a spokesman for Mr Van Rompuy, stressed that he was not talking about Mr Cameron’s brand of Euroscepticism but about those people who want to leave the EU.
„It is nothing to do with what Mr Cameron thinks. It is a point that Britain or other countries are not able to survive on their own. I am sure Mr Cameron would agree with that,“ he said.
Downing Street declined to comment.
Dan Hannan, a Tory MEP opposed to EU membership, dismissed the idea that countries cannot go it alone. „Norway and Switzerland seem to be scraping by somehow, with higher living standards than anyone else in the EU. Neither seem to have been involved in a war in recent years,“ he said.
Mr Van Rompuy and other senior EU officials are concerned about the spread of populist Eurosceptic groups, such as Ukip, beyond Britain to Germany and the Netherlands. The former Belgian Prime Minister, who was appointed as President of the EU Council a year ago, sees the new nationalism as being based on fear.
„The biggest enemy of Europe today is fear. Fear leads to egoism, egoism leads to nationalism, and nationalism leads to war,“ he said.
„Today’s nationalism is often not a positive feeling of pride of one’s own identity, but a negative feeling of apprehension of the others. Our Union is born out of a will to co-operate, to reconcile and to act in solidarity.“
Nigel Farage, the leader of Ukip, which supports Britain leaving the EU, said: „This man is an overpaid catastrophe who wants to abolish our nation. Nation states will not disappear because they are the expression of peoples‘ will. The EU is swimming against the tide of history. The number of nation states in the world is increasing all the time.“
